ANCHOR -- hypertext anchor

Synopsis

Usage:
ANCHOR{"id"=>u,p}
Inputs:
- u, the name of the anchor
- p, some hypertext
Consequences:
- When converted to html, the phrase p will be enclosed in a hypertext anchor named u.
